     A private investigator's report fingers a north-end resident in the fatal poisoning of at least 10 wild cats and two dogs, but admits "there is no hard evidence to convict anyone.'' 

     The two-month investigation by CTC International Ltd. of West Palm Beach, headed by former CIA agent Fred Rustmann, centered on four residents on East Inlet Drive and based its conclusion on interviews with neighborhood residents. No one admitted seeing anyone pouring antifreeze into the cat food that cat activist Catherine Bradley placed in the area, the report said. Rustmann took the assignment for free because he lives in the area. 

     TJ Fisher, who gathered pledges for a $33,500 reward, said she would turn the report over to the police.
